Carl Cosponsors REINS Act to Prevent Excessive Executive Overreach

Washington, D.C. – Today, Congressman Jerry Carl (R-Mobile) issued the following statement regarding his co-sponsorship of the Regulations from the Executive in Need of Scrutiny (REINS) Act of 2021, which would reassert Congress’ legislative authority and prevent excessive overreach by unelected bureaucrats in the executive branch.

The Constitution grants the legislative branch, not the executive branch, the authority to make laws. Unelected bureaucrats are increasingly bypassing the legislative process to impose burdensome rules and regulations on the American people without approval from Congress, and it’s time to hold them accountable.

I’m proud to be an original cosponsor of Rep. Kat Cammack’s REINS Act of 2021, which will provide checks and balances on the executive branch by giving Americans a louder voice in the regulatory process and preventing unelected bureaucrats from overstepping their authority. It’s time to rein in executive overreach and restore checks and balances.

The bill defines a “major rule” as any federal rule or regulation that may result in:           

  1. An annual effect on the economy of $100 million or more;
  2. A major increase in costs or prices for consumers, individual industries, government agencies, or geographic regions; or
  3. Significant adverse effects on competition, employment, investment, productivity, innovation, or the ability of U.S.-based enterprises to compete with foreign-based enterprises.

The bill also preserves the authority for Congress to disapprove of a nonmajor rule through a joint resolution of disapproval.
